Anwar: Govt nearing 12MP housing target with 98.8pct completion

KUALA LUMPUR: The government is prioritising affordable housing as a fundamental need for the people, alongside water and energy issues, said Prime Minister Datuk Seri Anwar Ibrahim.

He said, even though the housing targets under the 12th Malaysia Plan (12MP) were ambitious, earlier implementation had been weak.

However, with close monitoring by the Housing and Local Government Ministry, progress is now almost on track.

"As of June 30, a total of 197,311 units have been completed, with a further 217,371 units (43.5 per cent) under construction, while 79,192 units (15 per cent) have received planning approval.

"In total, 493,874 units are at various stages of implementation, representing 98.8 per cent of the 12MP target," he told the Dewan Rakyat during Prime Minister's Question Time.

He was responding to a query from Datuk Ahmad Amzad Mohamed @ Hashim (PN-Kuala Terengganu) on the latest figures for affordable homes completed under the plan.

Anwar expressed confidence that the remaining 6,126 units could be delivered with the cooperation of state governments and local authorities.

To further expand access to housing, he highlighted several initiatives, including the Rent-to-Own scheme, Transit-Oriented Development (TOD) projects, and the Kota Madani housing programme launched in Putrajaya, which will also be extended to Cheras.

"In Putrajaya, 90 per cent of the 10,000 Kota Madani housing units are reserved for civil servants — 3,000 in the first phase and 7,000 in the second. This is crucial as demand for civil servant housing remains high," he said.

On financing, Anwar said the Housing Credit Guarantee Scheme (SJKP), introduced in 2008, had received a fresh boost with a full government guarantee worth RM20 billion starting in 2023.

"As a result, 88,507 applications have been approved, involving total financing of RM20.9 billion. This has helped the B40 and M40 groups who previously struggled to secure loans," he said.

He added that the SJKP Madani scheme, which allows homebuyers to obtain financing of up to 120 per cent to cover moving costs, home repairs and furniture purchases, had also been implemented.

Anwar said demand for affordable housing among young people and civil servants is particularly high in Putrajaya and Kuala Lumpur, with more than 10,000 new applications each year.

"That is why we are giving full priority to this segment. I have asked the housing and local government minister to provide more detailed figures, including the level of youth participation in these housing loan schemes," he said.
