13MP: 1mil affordable homes by 2035 to aid low, mid-income groups

KUALA LUMPUR – The government is targeting the construction of one million affordable homes between 2026 and 2035 as part of the 13th Malaysia Plan (13MP), Prime Minister Datuk Seri Anwar Ibrahim announced today. 

The initiative, involving federal and state governments as well as private developers, aims to improve access to safe and reasonably priced housing – particularly for low- and middle-income Malaysians.

Unveiling the plan in the Dewan Rakyat, Anwar said the homes will be delivered under key programmes such as Residensi Madani, Rumah Bakat Madani, the Public Servants Housing Scheme, and other targeted initiatives.

He said housing remains a top priority, with the government committed to providing not just shelter, but quality, liveable spaces. This year, 180,000 units have been completed, and another 235,000 are under construction.

However, challenges remain. Anwar acknowledged persistent issues such as a mismatch between what is built and what buyers actually need, and house prices that many Malaysians still cannot afford.

To bridge this gap, the government plans to expand schemes like Rent-to-Own (RTO) and the Housing Credit Guarantee Scheme, which support those without stable income or access to financing.

Anwar also highlighted the need to modernise how homes are built. Wider use of technologies like the Industrialised Building System (IBS) and Building Integrated Management will help reduce costs and speed up delivery, especially for public housing projects.

He cited Kota Madani in Putrajaya, a collaboration with Putrajaya Holdings, as a model for future affordable housing. Built around the concept of umran hadhari, the project promotes an urban lifestyle that blends development with values, ethics, and sustainability.

The 13MP, themed “Melakar Semula Pembangunan” (Redesigning Development), outlines national priorities from 2026 to 2030. It focuses on overhauling Malaysia’s socio-economic framework through the Madani lens, with reforms aimed at strengthening governance, promoting equitable growth, improving wellbeing, and boosting resilience in the face of global challenges. – July 31, 2025
