Govt pledges stronger push for affordable housing

THE government will prioritise basic needs such as water, energy and housing, with a strong focus on expanding access to affordable homes.
Prime Minister (PM) Datuk Seri Anwar Ibrahim (picture) said while the 12th Malaysia Plan (MP12) set ambitious housing targets, earlier implementation had been weak.
“The total number of units completed and in various stages of implementation now stands at 493,874 units, which is 98.8% of the target. Another 6,126 units are expected to be completed soon.
“Under the supervision of the Housing and Local Government Ministry (KPKT), housing issues are now given priority until June 30, 2025. So far, 197,311 units have been completed,” he told the Dewan Rakyat during Prime Minister’s Question Time today.
Anwar was responding to Kuala Terengganu MP Datuk Ahmad Amzad Mohamed@Hashim (PN–Kuala Terengganu), who asked about the number of affordable homes completed under MP12 and the current achievement rate.
He also outlined new initiatives, including Rent to Own (RTO), Transit Oriented Development (TOD) and Kota Madani projects in Putrajaya and Cheras, Kuala Lumpur (KL).
In Putrajaya, he said, 90% of the 10,000 planned units — including 3,000 in the first phase and 7,000 in the second — have been reserved for civil servants.
On additional support, he pointed to the Housing Credit Guarantee Scheme (SJKP), first introduced in 2008, which now provides guarantees of up to RM500,000 for first-time buyers, whether new, existing or auction properties.
“To date, RM20.9 billion has been approved involving 88,507 applicants. This scheme provides an opportunity for the middle 40% (M40) and bottom 40% (B40) income groups to own homes, including through SJKP Madani, which allows loans of up to 120% to cover transfer costs, furniture and other necessities,” he said.
The scheme’s allocation was increased by RM10 billion this year, bringing the total guarantee to RM30 billion.
Anwar said the RTO scheme is also being rolled out under the People’s Housing Programme (PPR) and People’s Residency Programme (PRR) in Kedah, Kelantan, Penang, Negri Sembilan, Selangor, Terengganu and KL.
“This effort shows the government’s commitment to ensuring that the people, especially those in the low- and middle-income groups, have the opportunity to own their own homes,” he added.
