Govt to build 1m affordable homes by 2035
The Malaysian Reserve, 31 July 2025

ONE million affordable homes will be built nationwide between 2026 and 2035 under various public and private initiatives to improve housing access for Malaysians.
Prime Minister Datuk Seri Anwar Ibrahim said the target involves contributions from the federal and state governments as well as private developers, with programmes such as Residensi Madani, Rumah Bakat Madani and the Public Servants Housing Scheme forming part of the effort.
“As of 2025, 180,000 housing units have been completed and another 235,000 are under construction by the government,” he said when tabling the 13th Malaysia Plan (13MP) in the Dewan Rakyat today.
He said the government remains committed to ensuring access to quality, affordable and inclusive housing, but acknowledged persistent issues such as the mismatch between supply and demand, and house prices that are misaligned with income levels.
Additional financing schemes such as the Housing Credit Guarantee Scheme and Rent-to-Own (RTO) model will also be expanded to support low- and middle-income households in buying their first homes.
To address cost and speed of delivery, the government plans to accelerate the use of industrialised building system (IBS) and building integrated management across public housing projects.
Anwar said projects like Kota Madani in Putrajaya, developed in collaboration with Putrajaya Holdings Sdn Bhd, will serve as a model for future affordable townships that blend urban progress with human-centred values.
