Govt To Keep Affordable Home Pricing Cap At RM300,000

The government is stepping up efforts to control housing prices through three key initiatives to ensure Malaysians continue to have access to affordable homes.
Deputy Minister of Housing and Local Government Datuk Aiman Athirah Sabu said one of the measures is setting a ceiling price of RM300,000 for affordable homes under the National Affordable Housing Policy, according to Bernama.
In addition, the ministry is implementing a mapping system for affordable housing prices to ensure that pricing aligns with the income levels of local residents.
“(The government) implements mapping of affordable housing prices based on median incomes by state and district, derived from the 2024 Household Income and Expenditure Survey. This mapping serves as a reference for setting housing prices in specific localities and can be accessed on the affordable housing information dashboard on the Malaysian Urban Observatory (MUO) website,” he said during a parliamentary session.
Aiman Athirah also highlighted stricter monitoring of housing development through the Integrated Housing Management System (HIMS), which processes development licences and sales permits fully online.
The system allows early intervention in delayed or high-risk projects and serves as the primary mechanism for housing data collection, monitoring, and reporting.
According to the National Property Information Centre (NAPIC), the Malaysia House Price Index for the first half of 2025 rose to 227.3 points, with an average unit price of RM490,376.
To assist first-time homebuyers, the government continues to support the Housing Credit Guarantee Scheme (SJKP), offering financing guarantees of up to RM500,000 for B40 and M40 households, including those with irregular incomes.
The scheme also provides loans of up to 120% for first-time buyers and step-up financing to increase interest rates gradually in line with borrowers’ income growth.
