RM500 special aid shows govt’s concern for civil servants - Cuepacs

SHAH ALAM - The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) welcomes the government’s announcement of a RM500 Special Financial Assistance (BKK) for all civil servants in Grade 56 and below, including contract staff, describing it as proof of the government’s continued concern for public sector welfare.
Its president Datuk Dr Adnan Mat said the aid, announced by Finance Minister Datuk Seri Anwar Ibrahim during the tabling of the 2026 Budget also included RM250 for government pensioners and veterans, whether pensionable or not.
He said the expansion of the Performance-Based Incentive Assistance (BIBP) to the Management and Professional Group further reflected the government’s awareness of cost-of-living pressures ahead of next year’s Hari Raya Aidilfitri celebration.
“Cuepacs also welcomes the announcement of the RM500 BKK to all Grade 56 civil servants and below including contract appointees and RM250 for government pensioners and veterans, whether pensionable or not.
“Besides that, the expansion of BIBP to the Management and Professional Group is also greatly appreciated as it gives an opportunity to officers who have served for a long time but are still waiting for promotion opportunities due to structural constraints in the service,” he added.
Adnan said the implementation of the Public Service Remuneration System (SSPA) Phase 2 in January 2026, involving RM18 billion in expenditure, proved the government’s commitment to establishing a fair, balanced and sustainable salary and remuneration structure for all service groups.

He highlighted that Cuepacs was confident SSPA 2.0 would serve as a catalyst to boost motivation, efficiency and productivity among civil servants nationwide.
Adnan also praised the government’s RM2.2 billion allocation to build, maintain and repair civil servant quarters for various essential groups including doctors, nurses, soldiers, police, teachers, firefighters and prison officers.
He welcomed housing-related measures, such as the 120 per cent loan guarantee through Syarikat Jaminan Kredit Perumahan Bhd for contract civil servants and the RM500 million fund by Bank Simpanan Nasional for first-home loans.
“Among others, the Public Sector Home Financing Board has raised the financing limit to RM1 million and extended the Youth Housing Financing Scheme until 2026, as well as allowing a second housing loan without the need to settle the first.
“This move clearly strengthens the wellbeing and stability of young and contract civil servants nationwide,” he said.
Cuepacs also welcomed the increase in the Cost of Living Assistance for Kemas contract retirees from RM300 to RM500 per month, the RM500 special payment for Pingat Jasa Malaysia recipients and the RM900 monthly Cost of Living Assistance for Federal Training Award (HLP) Partial Scholarship recipients, now expanded to 150 people per year.
Adnan said these initiatives highlighted the government’s determination to strengthen both the welfare and professional development of civil servants.
He also commended the government for maintaining the 20 per cent salary cut for Cabinet Ministers, calling it “a symbol of integrity and exemplary leadership” for the public service.
“In addition, the provision for early withdrawal of the leave replacement up to RM10,000 for performing the haj demonstrates the government’s concern for the balance between worldly and spiritual wellbeing among civil servants,” he added.
He expressed Cuepacs’s highest appreciation to Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim for prioritising civil servants’ welfare in the Madani Budget 2026 themed “The People's Budget.”
Adnan said the allocations and initiatives announced were a manifestation of the government’s gratitude towards the sacrifices and contributions of civil servants, who have long been the backbone of the nation’s administration and policy implementation.
He added that SSPA 2.0 and all related measures should be implemented transparently and promptly so that the benefits could be felt immediately by all levels of the public service across both federal and state governments.
“Cuepacs also urges all civil servants to continue upholding commitment, professionalism and integrity in supporting the Malaysia Madani aspirations towards a more competitive and high-quality public service,” he said.
He added that the 2026 Budget was one that truly touched the hearts of civil servants, representing not merely figures on paper but a sincere recognition of their dedication and contribution to the nation.
